Description
fix: HealBucket regression for empty buckets, simplify it
Motivation and Context
fix the optimization problem, which was not fully addressed
in the previous fixes.
resolves #18809
How to test this PR?
Just create an empty bucket and run
mc admin heal -r --remove alias/Types of changes
