Description

expire ILM all versions verify quorum on action

Motivation and Context

add missing quorum on ILM action necessary for
expire all versions action.

How to test this PR?

Have an inconsistent state on the object where
one drive has versionId latest and another has
a newer version which doesn't qualify for
expiration.
