Add "lock/unlock" feature for Talkover

At the moment the Talkover button (label: "TALK") on the microphone widget can mix the microphone input into the master output only by holding pressed.
During longer talks keeping one hand busy with pressing the button limits the dj/speaker.
For usability, it would be nice to add a small "lock/unlock" icon on the widget which switches between "talk-lock/talk-unlock".

The Talk button will have a "Power Window" mode in Mixxx 1.11.

You can preview this with a version from:
http://builds.mixxx.org/builds/release-1.11.x/

Uh, sorry for the duplicate, though I have searched before submitting.
