This uses the new environment created here:
mixxxdj/vcpkg#88

Among others it updates to Qt 6.5.3 and FFmpeg 6.0. See the origin PR for a complete list.


          Update to lates VCPKG environment.

I build an smoke tested on Windows11:

x64_off build from full buildenv
x64_legacy build from full buildenv
x64_legacy buiild from release_only buildenv

All worked as expected. Code LGTM! Thank you!
