I want to know which IDE is being used to build Moteus F/W.

The firmware can be built on an Ubuntu 20.04 system using

tools/bazel test --config=target //:target

https://github.com/mjbots/moteus/blob/main/docs/reference.md#building-firmware

The only required dependency is curl, which most installations have already.
