Improved 3.12.0 pre-release

The pre-release available from https://github.com/NeuronRobotics/nrjavaserial/releases/tag/3.12.0 contains mostly out-of-date native libraries. This release fixes that by providing freshly compiled libraries for linux64, linux32, ARMv5, ARMv[67][_HF], windows32 and windows64. The Windows libraries are not affected by the lock directory fix. The re-compilation basically tests my approach to building them.

Also included is the fixed load order for ARM libraries (NeuronRobotics#47).
