As discussed in #188, this adds new color masks to the cladding on the front of mining drills to make it possible to distinguish them from one another. Large area mining drills have the sides of their cladding in the original color in order to make them look different as well. Also adds icons.

Pollution output of large area mining drills has also been changed, since it was odd that they were all 10 while normal drills decreased in pollution with each tier (though, really, it might be better to have them all increase in absolute terms, while still becoming less polluting in per-output terms).

Next up is storage tanks.

Reduced pollution to be inline with regular drills of the same tier, instead of all being 10.
Adds a function to handle adding masking layers to vanilla electric mining drill, then updates parameters for all subsequent drills as they are generated.
