Applying the latest docker image using Terraform script

Description

The Terraform script will fetch and applies the latest image of the FLINT.Cloud and help to automate, and enhance the performance of the build and deployment of the application in the cloud

How Has This Been Tested?

Tested the Changes by running the docker image locally and running it through Terraform
