this branch does not work for noetic....only the released version of flexbe_behavior_engine allows me to push https://github.com/mojin-robotics/mojin_flexbe/pull/81 through CI for noetic

however, the released version does not include the mojin-specific commits from mojin-robotics/flexbe_behavior_engine#develop branch

eventually, the following needs to be done:

• sync and finalize sync develop branch with team-vigir #6 (this should include both mojin-specific commits from mojin-robotics/flexbe_behavior_engine#develop as well as noetic-fixes from team-vigir/flexbe_behavior_engine#develop
• see whether anything from test noetic #7 still needs/should be applied to that synced develop branch
