Migrate SEPIO to ODK 1.4

This PR does the following. @mbrush please set the checkboxes to give your ork

• Migrates SEPIO to latest ODK
• Properly deprecated SEPIO:software agent
• Add owl:deprecated annotations to various classes
• Update imports to include proper BFO, proper RO, proper COB and proper OMO according to standards
• Remove need to pass OWL 2 profile validation (this is bad, but does not touch the status quo, see SEPIO defining several dc properties as DPs, causing illegal punning when integrating #38, dcterms:source punned as both ObjectProperty and AnnotationProperty #21)
• Normalise to new Protege 5.6 rendering.
• Changed edit file to sepio-edit.owl
