BUG [WIN]: Git Info not displaying on windows host

Git info in footer will not display on windows host.

@wjbeckett or @jonfinley can one of you guys pull the alpha branch and test to see what the footer looks like and post a screenshot?

Update: Has something to do with 32/64 version of PHP, GIT, Curl on windows. Changed everything to all 32 versions and it works.

Workaround: Added git repo link above where the branch should display.

Confirmed this is Windows-wide. Below is NOT IIS but Caddy:

OS: Windows server 2016 essentials
Webserver: Caddy
