[l10n] List of locales for next update

Note: I wasn't able to find the last list of locales we shipped, amongst existing Focus iOS issues. If anyone can provide me with the current list, I'll happily provide a diff and such for the records :)

Here is the current list of locales that can ship, whenever you can wanna do a release. Note that I've stopped proposing this project to new localizations, until further notice.

I didn't have the time to look, but yeah, since I filed this back in April, there is also gu-IN that has made it to that list (let me know when to file an updated issue so we can have it added).
Otherwise, yeah, all locales over 30% completion should be added, so those above were supposed to make it.
