Rating stars issue on windows #2024

Steps to reproduce:
1.On desktop (Windows only), open any add-on details page (https://addons-dev.allizom.org/en-US/firefox/addon/ecosia-the-green-search/)
2.Press the "View mobile site" link at the bottom of the page
3.Select and press on rating stars displayed under "Rate your experience" section

Expected results:
Rating is correctly selected and submit review page is opened

Actual results:
Immediately after selecting a rating stars , before the pop-up window, you can see that another number of rating is selected , different than the one selected by the user and that can be confusing

NOTES:
Pretty hard to reproduce, but I will attach a video
Even if it looks like another number of stars is selected, the correct number is displayed after writing the review, so this is not so bad, but should be solved
Not reproducible on Android devices

Because this one is difficult to reproduce, we didn't think it would be a good first bug. This has been tagged 'contrib:welcome,' and if you would like to work on this bug and need help, leave a comment and let us know!

This issue is still reproducing after the new review page implementation (#2564) but this time the issue is more evident. In the below example I'm selecting five stars and then I quickly stop hovering on the rating area. You will observe that the rating will not be updated correctly and the 'Write a review' pop up will not be triggered.

This issue is still reproducing

@AlexandraMoga Could elaborate on the steps you took to reproduce it? I don't see an overlay so I'm confused. Did you click the star? I can't reproduce this.

@kumar303 The steps to reproduce this issue are the following:
1.In the add-on rating section, click on any star - the 5th in my case - while swiftly removing the pointer from the rating area.
2.The selected star will be highlighted, but it won't trigger the rating process, i.e. number of rating stars is not applied and the 'Write a review' pop-up is not generated

Maybe the below reproduction is more clear

@AlexandraMoga I can't repro this at all on OSX, it might be windows specific. I'll try on a VM and report back.
