This supersedes #2411 This is a PR against one of @rehandalal branches, so it doesn't make a lot of sense to merge it. But it does make these change a lot easier to read and reason about until the bower stuff lands.
Note: This adds new dependencies for peep, npm, and bower, so if you're going to work on it, make sure to do all of those. Weird, I know.
