Would it make more sense to move this to be the fallback for line 9 above?

Ah! Good catch. Forgot that was there. I think we can just keep this and remove line 9. Dev should be default, and prod will be the CDN, and there's no third thing. Yes?
Clean up some settings for dev and prod.
