Send tab to device opens in private tabs with assignment screen

The send tab to device feature within Firefox opens within a private window sometimes with the assignment screen.

I suggest the logic should be improved to never pick a private window, if there is only private windows open then open a new normal window (I believe we still have to open a blank tab first for this case then close it).
