Support AMD GPUs MPI

What is the challenge standing in the way to get mpi4jax working on AMD GPUs? We are keen to be able to run on LUMI and Frontier. If given some pointers to what is needed, I could maybe contribute an implementation.

The code is mostly ready (see #199 which just needs a very simple rebase)

However I do not have access to AMD GPUs. I've actually been fighting over the last year to get jax running on France's AMD HPC (Ad Astra) with large insucceses.

If you have access to LUMI and can test that branch and check that it works, it would give us the confidence to merge and tag a release.

That sounds fantastic! I gave it a shot now, but LUMI's "EasyBuild" system is named opposite its function, so I didn't manage to get it built within an hour of fighting with it. I have some deadlines coming up now, but will dedicate some time to this next week after they`re done. Fantastic news that it's this close! Best James
