MPI_T Events

Generally positive feedback on API
Smaller feedback on wording already integrated in pull request #33
Bigger changes still pending
1. Initial terms sections
2. How to handle info objects and/or explicit limits for callback safety
  - Pick up suggestion with explicit parameters
  - Adapt API accordingly (IN arg for handle_alloc, OUT arg for get_info)
3. How to handle dropped events notification
  - Integrating count into event callback may work
  - Count is best effort lower bound.
