MPI Info before Init

• We should split this into two tickets
  1. Just adding the appropriate text that enables creation/handling/destruction of info objects before MPI init or finalize.
  2. Deal with text regarding error handling before MPI init (which is also needed for Sessions & Fault Tolerance)
• We should get the other WGs involved early in the propose text changes
  • Contact Dan for Sessions
  • Contact Aurelien for Fault Tolerance
• Aim to get text for (1) ready by next week's meeting
