Sometimes, when opening milestones, the content is not in the viewport. This happens when there was already an open milestone above the now active one. In order to prevent this "jump" we should scroll the view port.

Introduce `ed-attr-observe` directive. The attribute directive is used
to observe addition/removal/update of element attributes (via
`MutationObserver`).

Whenever a user opens a milestone we scroll to its element.
