This is modifications to allow for newer FRR versions that support Ubuntu 18 and greater. Modifications were made on the upstream FRR release urls as well, which are reflected here as options past version 4.0.
Ubuntu 18 support
This modification is to install frr python tools to allow for reloading of frr instead of having to restart whenever a configuration change is made. I also changed a portion that would stop frr from reloading if the frr_router_id was not set.
