what is needed
Implement new pre-release flag based on - https://github.com/microsoft/vscode-docs/blob/vnext/release-notes/v1_63.md#pre-release-extensions

why is it needed
When we release a new build, it becomes the default install for people. If there's any breaking bugs, it negatively impacts people until we can fix it.
