Bug description

If you remove first measure, key signature will be lost after save and reopen.
<KeySig> element is also missing, so there is no indication of any key signature in musescore file, which is incorrect behavior (as far as I know)

Affected versions:
MuseScore version (64-bit): 4.1.1-232071203, revision: github-musescore-musescore-e4d1ddf
MuseScore version (64-bit): 4.2.0-232222302, revision: github-musescore-musescore-9bff4c6

Not affected:
MuseScore version (64-bit): 4.0.2-231701352, revision: github-musescore-musescore-fbcdaac

Steps to reproduce

  1. Create empty score and set some key signature
  2. Remove first measure.
  3. Save and reopen file
  4. Key signature is lost

Yes, this used to work in a previous version of MuseScore 4.0.2
