Expected behavior
After changed first time, Time Signature (or note or bar) shouldn't deselect, should be able to change it multiple times (from Palettes). It should behave like Clefs or Key signatures

I’d like to try this. Like @cbjeukendrup said at #15363 , I’ll move selectElementsWithSameTypeOnSegment to the libmscore module, probably to the Score class which has already several selection methods.

This makes it possible to change the time signature multiple times
consecutively from palette without the need of selecting it every time.

Hi, I would like to try finishing this as my first open-source contribution.

I have a lot to learn so not sure how well it will go, but I will try at least.
