This adds the tox and GitHub Actions supporting Python versions 3.6–3.9. Since there is no GHA in the
masterbranch, the results won't be immediately visible. You can see them (the latest one) at https://github.com/eumiro/overpass-api-python-wrapper/actionsIn 78d370d the Python 3.9 support was removed from
.travis.yml. This was probably because of theshapelylib that had issues with thelibgeos_c.sofile. I solved this by runningsudo apt-get install libgeos-devin GHA.
