Lets do initial Payment flow
Lets test UX of Paid ID idea with Users
Lets have Sybil protection

In order to protect system from Sybil attacks
As a network
I want to force users create and pay for Identity

Acceptance criteria:

Check Identity is registered on blockchain
Generate registration data
Send transaction to register Identity(outside the network)
