Pin snowpack version to fix breaking change in snowpack

Updating package.json in order to pin the version of snowpack depended on to the last version before the createConfiguration API was changed. This fixes the issue mentioned in #87.

Thank you for the PR! I'm going to close this in favor of #90, which updates Microsite to use the snowpack@3.0.0 API rather than pinning snowpack to the rc.
