Spawned from comments from #728

At this point, the redelivery count would be per subscription or queue group, but is not going to be persisted, that is, after a server restart (in standalone/ft mode) or leader election (clustering mode), the redelivery count will start back at 1.

[ADDED] Support for redelivery count

The redelivery count is not persisted. It is per subscription or
for a queue group.
