View calls serialize result using array of numbers

Describe the bug

View calls serialize result blob as array of integer numbers in JSON which is extremely inefficient. Should use base64 instead.

Please provide a short description of the bug.

To Reproduce

Make a view call to any contract returning non empty result.

Expected behavior

result is returned as base64.

Note that it is also inconsistent with how result is returned for transactions.
