Need to reinsert BT Dongle on every start (Win 10)

As title says, if I don't remove and reinsert my BT Dongle after every system start BT pairing does not work.

If I check with SCP Monitor I see "Host Address: Error" on start, when I replug the BT Dongle I see a MAC address.

Not sure if this is a Windows problem or a problem with the SCP Driver, any help would be appreciated.

Running:
ScpToolkit v1.7.277.16103-BETA (also tried with stable)
Windows 10

Log: Boot -> trying to pair, not working -> unplug BT -> replug BT -> pairing works
