Include index state for db.indexes #6725

The built-in-procedure db.indexes now include both a description and a
state. This makes it equivalent to the old console output meaning that
browser can replace it with this procedure call without loosing information.

NOTE: This was intended to be merged in 3.0 but the PR was accidentally made against 3.1, so this should be a forward null merge
