CI(deploy): use separate workflow for proxy deploys #6995

Problem

The current implementation of deploy-prod workflow doesn't allow to run parallel deploys on Storage and Proxy.

Summary of changes

  • Call deploy-proxy-prod workflow that deploys only Proxy components, and that can be run in parallel with deploy-prod for Storage.
