Well, I've fixed enough of my own stupid typos to get it basically running on VC 2015++
The catch right now is working floating point conversions & a trunc call, which VC 4 / 2003 don't have.
In the tile.c tile_dist requires this to work. You can make it return 1000, which makes everything untouchable, or 0 for everything can and will kill you.
As always you need the data from Fallout 1, try GOG. That's where I got the data I'm testing with.
No real reason at all to use this, but here we are.
