• deleted full-dead cell from storage, but haven't erased it from memory.
• should recover full-dead cell when fork occurs

What does this PR do

• If there is any transaction who's all cells are spent, update_tip(..) will remove the transaction from cell set.

  When do reconcile main chain, if any old_inputs was not existed in cell set, we will fetch it from storage.

  But, if this transaction created in a fork, the transaction will be detached from storage, then we can't fetch it from storage, so the program will panic.

• If there is any transaction who's all cells are spent, it will be removed from the storage, but it wasn't removed from the memory, unless restarting the ckb server (load the cell set from storage).

• Update cell set in storage should be in the same batch which do reconcile main chain.
