The NEST Conda package is not available for 3.X. This PR adds a warning text on the Conda tab regarding this.

Why is NEST 3.x not available as conda package? Did we make a conscious decision to drop it? @steffengraber, any comment?

Still working on it. So far, the problem has been localized: with optimization disabled (--Dwith-optimize=O0), a working package can be built. @hakonsbm is now working on finding out why this problem exists.

As discussed in ONDVC 2022-01-17, this is accepted for this release because the underlying #2237 will take more time to fix.
