I think it might make more sense to put the documentation in /usr/share/doc I'd suggest proposing this to the maintainer of linux-docs. Note that linux-docs even already provides a symlink in /usr/share/doc that

It seems that blocking access to /usr/lib/modules is hardcoded in the code, as
it's unlikely that any program will need direct access to the kernel module
