Generate Random Key

head -c16 /dev/urandom > key.bin

readKey(String keyPath): return key in byte array
encrypt(String plainText, byte[] key): return base64 encoded cipherText with random IV
decrypt(String encryptIVAndText, byte[] key): return decrypted plainText
