現在はusersテーブルにあり、systemユーザのメールアドレスが図書館全体のメールアドレスとして使用されるようになっているが、これをlibrary_groupsテーブルに変更する。アカウントのメールアドレスとは異なるメールアドレスを設定できるようにするため。

マイグレーションファイルを追加済み。2.0系では最初から追加されている。
