chore: add auto-compile node dist on master branch #39674

Until we start building on release, this will do the following:

  • dist folder is still here but will be compiled on master branch only
  • if another PR gets merged and the previous compile job is still running, the build will get cancelled and a new one will take over, avoiding unnecessary commits and CI usage
