This still needs a preview provider that supports these image formats enabled to have the viewer open the image (data-has-preview=true). This is provided by the off by default imaginary image previewer or possibly other image providers or OC\Preview\HEIC and OC\Preview\TIFF

We still have no way to know if the preview is enabled. So enabling this on viewer can lead to images being opened but failing to be displayed. Which is not the behaviour we want.

Unless those formats are enabled by default and working out of the box in server :)
