Context

This is an "escape hatch" from the standard curation pipeline. It allows applying record specific annotations that need to be manually curated, e.g. finding a collection date from published papers and/or news articles.

Description

augur curate apply-record-annotations can start from the merge-user-metadata script from ingest.

Note: I'm avoiding the merge-user-metadata name here because I don't want this to be confused with the forthcoming augur merge/join command.
