PHRED offset detection sometimes fails

Description of the bug

IN rare cases with high quality illumina data, the pipeline fails due to unability to detect phred offset correctly. For such cases, it would be great to optionally add PHRED offsets to the file to correctly set PHRED offsets for FASTQ files.

This is currently then only used by mirtrace.
