Fixes #730
The node-sass module is now deprecated (see https://sass-lang.com/blog/libsass-is-deprecated).
Dart-sass is the way forward - via the sass package on npm (https://www.npmjs.com/package/sass). This change is to migrate to dart-sass.
I've had a look around and can't see any issues.
Don't think we need a changelog entry for this? It doesn't affect anyone consuming the package.
