I wonder why this never came up or if people just use an additional plugin to fix it?

Everytime a map is first beaten (so a bot is joining) the game (not ck) created the nav-file (freezing everything) and changed the map afterwards.

I basically copied shavit's nav file generator plugin which I was using until now: https://forums.alliedmods.net/showthread.php?p=2069582

I also copied it's nav file since it's smaller so I guess that's a plus? :)

This is now working for me and wasn't before, but was it just me?

Implementation borrowed from shavit's nav_generator plugin. CK's old way (creating all nav-files for all maps OnPluginStart) didn't work at all and by design can't work if you add new maps without reloading the plugin.
Honestly I don't think it makes any difference except saving some bytes but who gives
