Reduced the number of permissions granted to what is necessary
Improved the CLI interface for admin-setup and add-user
1. Opt-out instead of opt-in for full s3 access. Most of the current users just want to get going, advanced s3 permissions are an exception rather than the rule.
2. I noticed that it is more convenient to have profile first and then username last when adding multiple users.
