I am migrating ADO org to org and I am getting this error in the middle of migration. Some WI have already been processed and this happens only in some work items:

I am using v14.4.6 and I am Project Collection Admins for both orgs. What could be the issue here?

Does it happen consistently on the same work items or randomly? If its randomly its likely a server stability issue.... if its consistent it could be something else.

I'm getting same one using 13.1.0 - in source I don't have high license I'm only admin in project and think that this could be an issue as this problem is only with Test Suite part of the migration.

That could very well be the answer here!

To access / edit plans an suits you would require a Test licence.
