Move highlight rst directive to sphinx source

Apparently when PyPI doesn't understand the directive it throws errors before uploading. Not sure if I'm a fan of this or not and can't seem to find a relevant issue in pypa's repositories. I'll save that issue for another day and just do another packaging workaround. Thanks pypa
