Unsure of whether this was intentional:

New-ish NodeBB install, pretty certain it was setup after tracking/watching refactor
ACP and UCP watch state dropdowns explicitly do not contain "watching" option
calling method to retrieve user watch state returns 4 when user does not have settings hash, which means it is falling back to config value

Should this line be updated to tracking?
