stream: add ReadableByteStream.tee() #44505

This supports teeing readable byte streams to meet the latest specification.

ReadableStreamTee

  1. If stream.[[controller]] implements ReadableByteStreamController, return ? ReadableByteStreamTee(stream).
  2. Return ? ReadableStreamDefaultTee(stream, cloneForBranch2).

Wondering if we want to ship something like this for Node streams as a utility - or a utility that takes a stream and tees it that works for both in core.

The use case is incredibly common after all.

Agree. It's for solving one of the common use cases of Node streams users may face. And I guess we can provide it in a more performant way when it's in core.
