feat(webpack): migrate to webpack.config file

Full migrator:

• If webpack.config file does not exist, create one
• If webpack config file exists, rename it to .old and require it in new one
• If "webpackConfig": "@nrwl/react/plugin/webpack" do not migrate (migration will happen on react side)
